Exclusive interview with Robert Hexter, Sener Area Manager & Akshay Jain, CEO, Vedam Design & Technical Consultancy Pvt. Ltd

Q) Tell us how Sener came into being.

Robert Hexter: I worked in a family company – a Spanish company, which started off in 1956 as a ship designing company creating ship designs for its own internal use. At that time computers started to become commercially employed. So the company began to employ computers for ship designing. So we developed an original system for designing of ships at that time.

Q) Tell us about your latest venture in India?

Robert Hexter: In India we have formed a partnership with Vedam Design & Technical Consultancy Pvt Ltd. They use FORAN and help us in local support which is very necessary in the Indian ship building industry.

Q) To what extent is FORAN in use in India?

Akshay Jain: It is being used by ABG Shipyard, Surat and by the National Ship Design & Research Centre, Visakhapatnam. Vedam being a marine design company it gives us a very good advantage because we are able to give strong support to this industry in India. Hence local support becomes very important for such ventures. We are a core design company and we understand each and every aspect of FORAN and know how advantageously it can be used by shipyards. We can design every kind of vessel without limitation for offshore, marine, coastal, inland waterways, navies, etc.

Q) Tell us about the advantages and strengths of FORAN?

Robert Hexter FORAN is a software which has different modules. It can do ship designing encompassing every aspect including structures, machinery, electrical, etc. So this software covers initial designs, stability, hull modelling, etc. An important feature of FORAN is that the kind of output which can be generated proves very helpful for the production plan. This is because for ship building to grow production has to be mechanised. The output which is generated from FORAN can very easily be used to improvise and reduce the man hours in the production phase. Besides, FORAN is important because it works in a single data base.

Q) What are the outstanding features of FORAN that make it more powerful than other systems?

Robert Hexter: The basic idea of FORAN system is that you design the whole ship and try using the computer in a 3D model first. So before you send any information you are sure that information is correct before commencing production and this avoids a lot of problems of re-working, etc. This helps to increase productivity in ship yards by designing the 3D product model of the ship before undertaking its construction.

Q) Now what is it that you have on offer?

Akshay Jain: We are already designing ships with FORAN and have both Indian and foreign customers. For shipyards we can also give them the software and if they want we can help design for them, assist them by providing training and assist in the installation.

Q) Why do you consider FORAN more powerful than other systems?

Robert Hexter: Sener as I mentioned are ship designers. So we know what we are talking about and we can help the customers in all aspects. We have the latest technology possible. Five years ago we reprogrammed the whole system to make it completely new taking into account all the possibilities, future technological improvements and all the anticipated possibilities in the changes in the software and hardware. We have 60 people working constantly developing and introducing the advances necessary to meet the demands of the ship building industry. We also get most of the ideas coming from our customers. As you know it is very important to have your customer feedback. There is a constant update and interaction between the designer of the ship and the designer of the software. A large percentage of the developments are by naval architects who have in-depth experience working in shipyards.

Q) How do you view the Indian market conditions?

Akshay Jain: It is very big market coming up here and has a great potential. This we assume especially after interacting with various shipyards and different technical people and we find that everyone is very positive on FORAN. They have been comparing FORAN with what is there in the market and find that our user-friendly software has many features that don’t exists in other software.

Q) What is the situation with regard to Indian shipyards and how do they design?

Robert Hexter: Some do part of their designing and some get it out sourced. Every shipyard has their design set-up. Some do some of their project designing in their outfit and get the rest done outside. So it all depends on the schedules they have, the deliveries they have, etc.

Pirates seize M'sian tanker off Somalia's coast

Armed pirates seized a Malaysian palm oil tanker with 39 crew off the coast of Somalia - the fourth hijacking in a month, as per reports.
Noel Choong, head of the International Maritime Bureau's piracy reporting centre, said the centre picked up a distress signal late Tuesday from the MT Bunga Melati Dua in the Gulf of Aden and immediately notified Western naval ships patrolling the area.
An international terrorism task force dispatched a warship to intercept the tanker, which was heading toward Somalia territorial waters, he said.
'We have had no communication with the vessel so far. The distress call was relayed through another ship but the tanker has been confirmed seized by pirates,' Mr Choong said.
Once the ship enters Somali waters, Mr Choong said pirates were likely to demand ransom for the release of the vessel and the crew, he said.
'This is the fourth hijacking in a month. We call upon the UN and the international community to take immediate steps to stop the worsening situation,' he said. He declined to give further details, citing concern for the crew's security.
The warship was from a multinational naval task force set up to stop terrorism at sea. The naval force includes the United States, France, Germany, Pakistan, Britain and Canada, which currently holds the rotating command.
It was unclear what country was involved in the chase.
The Gulf of Aden, where many of the attacks take place, connects the Red Sea and the Indian Ocean, forming one of the world's busiest shipping lanes.
Mr Choong said pirates seized a Japanese-owned cargo ship with 20 Filipino sailors on July 20 in the gulf. A Nigerian vessel was later hijacked, followed by a Thai cargo ship with 28 crew members earlier this month.
Negotiations were ongoing in all cases after pirates demanded ransom for the release of the crew, he said.
The MT Bunga Melati Dua was carrying palm oil from Indonesia's Sumatra province to Rotterdam, Netherlands when it was attacked by unknown pirates at 10:09pm (1409 GMT) on Tuesday, its owner, Malaysian shipping line MISC Berhad, said in a statement.
The ship has 39 crew, 29 Malaysians and 10 Filipinos, it said.
Somalia is the world's biggest piracy hotspot, with 24 reported attacks in the first half of this year.
The impoverished country has not had a functioning government since 1991 and foreign vessels are frequently seized for ransom by pirates armed with rocket-propelled grenade launchers and automatic weapons, making it difficult and expensive to deliver aid.
In June, the UN Security Council voted to allow international warships to enter Somali waters to combat the problem.
But its 3,025km coastline - the longest in Africa - remains virtually unpoliced.

High speed document processing soon

Frequent computer breakdowns at various ports, ICDs, CFSs and airports, delays in the processing documents and increasingly longer response time for filing of shipping bills and bills of entry has been causing cargo clearance costs to soar. Trucks getting detained for more than a day at container freight stations because the required duplicate and triplicate copies of bills of entry are not being generated quickly enough has become the order of the day. But this pathetic situation will soon be ‘history’ according to Customs authorities.

Indian customs are set to shortly bring in a sea change in the on-line processing of documents. There will be an overhaul of the present system by the consolidation of information technology infrastructure thus creating a wide area network connecting 95 locations all over the country and 1200 offices in the final stage of implementation.

Mr Yashodhan Parande, Director General System of the Central Board of Excise & Customs informed, “There will be a quantum leap in the EDI processing as there will be a change from the distributive operation now prevalent to a centralised environment. The current infrastructure has been under strain, being really outdated and leading to frequent breakdowns. Both the infrastructure as well as the software will undergo a sea-change. Being more facilitative, the response from the trade is expected to improve.”

“We are spending Rs 600 crore for the new system,” informed B Bhattacharya, Additional Director General, Directorate of System (Customs & Central Excise). “The Data Centre is finalised, the equipment is being put in place and the government has decided to start EDI (electronic data interchange) in 45 new locations across the country using the central server ICEF version 1.5, (this stands for the Indian Customs EDI system). The trade can do eFiling of documents through the ICE-GATE (which is the eCommerce portal of Indian Customs). All operations that are presently being done like ePayment, and sundry other tasks too, will be facilitated by the new system.”

A quantum leap in processing speed is expected with the brand new state-of-the-art server that has been installed. In the first phase of consolidation 45 sites have been approved by the Central Board of Excise & Customs, and in the second phase the exiting sites will be migrated from the old server to the new server. These sites include ports and air ports / air cargo complexes at Ahmedabad, Bombay, Delhi, Calcutta Chennai, Bangalore, Hyderabad, Cochin, Delhi, Goa, Jaipur, Kolkata, Kandla, Mundra, Tuticorin, and Visakhapatnam. Also included are the ICDs at Baroda, Coimbatore, Dadri, Ludhiana, Nagpur and Pondicherry, Tirupur, Tughlakhabad, the minor ports at Jamnagar, Pipavav, Paradip, Vadinar, Sikkha, Dahej and also the Alang Ship breaking yard. At the moment we have already rolled out to 23 locations all over India and the balance is being achieved between facilitation and the airport. We will also have the scanning of containers done apart from Nhava Sheva at four other ports viz. Mumbai, Chennai, Kandla and Kolkata ports.

With the consolidation process, the RMS for exports will also be introduced explained Mr. Bhattacharya. So far RMS exists only for imports that are for those who have registered themselves as accredited clients of customs (ACP). Today, there are over 250 ACP clients who have registered under the Risk Management System he stated. “We have set up an exclusive office for the RMS because we need people to run this national programme – that is we are nationally managing the risk. Under the RMS importers can enjoy the privilege of filing the bills of entry and pay the duty and clear the goods without any questions being raised or goods getting subjected to examination. We encourage more importers to come forward and apply as accredited clients of customs to avail this facility so that their goods can get cleared at top speed.”

“After the introduction of the Risk Management System the total time taken for assessment and examination has come down tremendously,” informed B Bhattacharya, Additional Director General of the Directorate of System (Customs & Central Excise). “However, the time taken for making the duty payment has remained the same because importers outsource the operation of custom clearance to custom house agents (CHA). The importers know the goods are ready for clearance and e-Payment can be made on-line the same day. But by the time the CHA informs and goes to collect the payment much time is lost.

“Importers should look to reducing the transaction costs and the dwell time thereby getting more competitive. If the documents get filed by say 10 a.m. and the processing gets completed within the next few minutes, the idea of urgency and rushing up with processing is lost if the duty payment gets completed only the next day or later. Much time is also lost when queries are raised by customs. If the custom house agent is involved in the clearance then by acting as a via media he wastes much time by shuffling back and forth to come up with the necessary documents and providing replies to the said queries.”

When the new system goes on-line it would expedite clearance, hopes Harish Thakker, Managing Director of Harish & Company (Logistics) Pvt. Ltd. a leading CHA firm. “I have had a few meetings with Mr. Bhattacharya who has assured that things will improve soon. At the moment none of the computer printers in the BPT docks are working. The touch screen machines by which we could know the status of our documents are also not working. By the manual process undertaking the amendment of bills of entry and IGM was easy but doing it on-line today is almost impossible the same day or even in the same week.”

Twenty member States of the Maritime Organisation of West and Central Africa (MOWCA) have adopted a Memorandum of Understanding (MoU) on the establishment of a Sub-regional Coastguard Network for the West and Central African sub-region at the 13th General Assembly of Ministers of MOWCA, in Dakar, Republic of Senegal, 30th July, 2008,

The adoption of the MoU is a major landmark in a long-running campaign by IMO and MOWCA to improve maritime safety, security and environmental protection in the sub-region. It follows a feasibility study undertaken by IMO and the successful IMO/MOWCA forum on the establishment of an integrated coast guard function network for West and Central African Countries held in Dakar in October 2006.

The MoU provides an institutional framework for suppressing piracy, armed robbery and other unlawful acts against ships and addressing illegal fishing, drug and weapon trafficking, illegal migration, oil theft, damage to gas pipelines and maritime accident response in the sub-region. It provides guidelines for coastal surveillance, presence in the exclusive economic zones of the sub-region and enforcement of international conventions, regulations and codes – principally those of IMO and the UN Convention on the Law of the Sea (UNCLOS). It has provisions on a “right of hot pursuit” in case of unlawful acts perpetrated against ships.

Organisationally, the sub-region has been divided in to four Coastguard Zones, each comprising five States; with four coastguard centres in Dakar, Senegal; Abidjan, Cote D’Ivoire; Lagos, Nigeria and Pointe Noire, Congo. The Network has two Principal Coordinating Centres in Accra, Ghana and Luanda, Angola.

Soon after the MoU was adopted and opened for signature, 11 of the 20 coastal member States of MOWCA, representing 55 per cent of the membership, immediately signed the MoU. Member States of MOWCA which signed the MoU are Cameroun, Cape Verde, Republic of Congo, Democratic Republic of Congo, Cote D’Ivoire, Gabon, Guinea, Guinea Bissau, Nigeria, Senegal and Togo. Other Coastal member States which supported the adoption of the MoU are expected to sign it within the next few weeks.

The MoU comes into force in any given coastguard zone (made up of five adjoining states) three months after all the states of the zone have signed it.

The signing of the MoU builds on the significant progress made by IMO towards the development of sub-regional capacity for ensuring maritime safety and security through the establishment of co-operative mechanisms including Maritime Rescue Coordinating Centres (MRCCs) and inter-agency agreements.

Speaking at the opening of the General Assembly, the Prime Minister of Senegal, Mr Cheikh Soumare, expressed his gratitude to the Secretary-General of IMO for the unstinting support given, through the international community and through MOWCA, for the success of this project.

The General Assembly was attended by Angola, Benin, Burkina Faso, Cameroon, Cape Verde, Republic of Congo, Democratic Republic of Congo, Cote D’Ivoire, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal and Togo, all of which are member States of MOWCA.

It was also attended by MOWCA Specialised Organs representing ports, shippers, shipping lines, the Regional Maritime Academy in Abidjan and the Regional Maritime University in Accra. IMO, the African Union, the Economic and Monetary Union of West Africa and INTERPOL were in attendance as observers.

MERI’s new batch welcomed to seafaring

The third batch of Polyvalent cadets of the Marine Engineering & Research Institute, Mumbai, was given a rousing welcome to their ‘life‘ of a rewarding seafaring career on August 11, 2008 at the LBS auditorium having successfully qualified for the B.Sc (Maritime Science) degree course. These candidates who will serve as dual officers on board ship have acquired knowledge of two fields with the ability of a deck officer for optimum utilization of resources and a marine engineer’s capability.

Numbering 35, the batch is made up of candidates who were sponsored by Shipping Corporation of Indian, HMS and Essar Ship Management for on-board training. Their on-shore training commenced in August 2005 and candidates were made to undergo extensive theoretical and practical sessions. With the knowledge thus gained they will be eligible to serve in both as navigators as well as engineers.

Hailed as a ‘great’ day for India by Mr. J.K. Dhar, Principal of LBS CAMSAR both on account of Abhinav Bindra having won the first-ever individual gold medal at the Olympics for India and also because the country is seeing the launch of another 35 ‘missiles’ by MERI, he advised the successful cadets to make the best of the 18 months’ sea board training which they would be undergoing. “Keep your feet on the ground,” he recommended. “You have been branded with the renowned characteristics of MERI and just as you cannot take away the sunshine from the sun nor can you take away its reputation from MERI.”

A similar opinion was expressed by Dr. T. Sahay, Director of I.I.M.S., who stated, “When you meet with other officers who have passed out from MERI, you will learn how they maintained our standard and raised the banner of the alma mater.”

The Guest of Honour, Capt Navin Passey, Managing Director of Wilco Ship Management recounted his days in the same institution. His speech therefore was marked with nostalgia and happy memories. He pointed out to the candidates, “You are not just ambassadors for this institution but also for our country. Go out and make not only your institution proud of you but also your country, and also make your parents and teachers proud.”

Capt M.M. Saggi, Nautical Advisor cum Additional Director General (Technical), Directorate General of Shipping, Ministry of Shipping, Road Transport & Highways, Government of India who was the chief guest at the function congratulated the 35 who had done well for themselves. “It is a big moment in your lives,” he said. “Many times at sea we have had to make critical decisions which affected the lives of the seafarers and the ship. You too will have to make such decisions.”

When working with other nationalities, he cautioned the budding seafarers to be more understanding and to learn about various world cultures. There was plenty of diversity in their customs and habits which they would have to get accustomed to as they got along in their seafaring careers. Here he made a mention of different forms of etiquette that marked dealings the world over. For instance, when one had cocktails with the British it was wrong to leave any drink in the glass as it implied that one had not enjoyed the drink. Whereas, with the Japanese it was different, and one should leave behind a few sips as a mark of good etiquette.

“About the candidates passing with distinction, they need kudos but you must remember your teachers and instructors who have toiled with you and worked through thick and thin to give you their best,” he said. “So a lot of credit goes to your teachers who have made you proud. Like Pandit Nehru who famously said, ‘wherever I go I take a little bit of India with me,’ and so will you also be going out and taking a little bit of India with you.”

Among the outstanding prize winners were: Cadet Sudhir Kumar Ganesh Jadhav for the Best All Round Cadet; Cadet Anshuman Rai for securing the Academic First Prize and Cadet Rachit Bijalwan for the Deputy Director’s Prize. The function came to an end on a delightful note with a variety entertainment programme which was hosted by the cadets.

Korean Trade team on Shipping & Marine to visit India

After Hyundai, Samsung, LG, STX, etc. having gained a strong foothold in the country, other Korean companies too are set to foray into India this time into shipping and the marine sector. A high level trade delegation representing nine prominent players in the field of shipping & marine, construction and plant equipment will visit Mumbai on August 28, 2008 and hold a One-to-One Trade Meeting to explore the possibilities of a “Business Tie-up” with Indian companies.

Garware Offshore Q1 Income from Operations at Rs. 29.43 crore

Garware Offshore Services Limited, offshore vessel owners announced their quarter results with total income of Rs. 30.81 crore for the quarter ended June 30, 2008, an increase of 56.7% as compared to Total Income of Rs. 19.67 crore for the corresponding period of 2007. The Net Profit after Tax for the quarter ended June 2008 was Rs. 9.95 crore, as against a profit of Rs. 5.19 crores

Commenting on the company’s performance Mr. Aditya Garware, Vice Chairman & Managing Director , Garware Offshore said “Garware Offshore took delivery of its most advanced Platform Supply Vessel “M. V. Mana” in Bergen, Norway. This vessel has been deployed in the “high demand high revenue” Oil Exploration market in the North Sea. Additionally, in July the company has taken delivery of a new AHTSV, M.V. Poorna which has been deployed in the Far East on a Term Contract”

Speaking on the results and the operations, Mr. Garware further added “The Company’s performance indicates significant growth during the quarter. The increase in revenues has been due to two main reasons. These are 1) the revenue of the PSV M.V.Kamet which had not commenced her contract with ONGC till the end of the same quarter last year and 2) the re pricing of some of the contracts of the Existing Vessels.” He added that the company is on schedule in terms of its expansion plans and will shortly take delivery of one more AHTSV, taking the entire fleet to 9 vessels.”

Unions protest against illegal detention of Indian officers by Korea

A joint protest was held on July 31, 2008 by the National Union of Seafarers of India (NUSI) and Maritime Union of India (MUI) at the office of the Directorate General of Shipping, Jahaz Bhavan, Walchand Hirachand Marg, Ballard Estate, Mumbai against the continued detention by the Korean authorities of Capt. Jasprit Chawla and Chief Officer Syam Chetan despite the District Court having declared them innocent. Seafarers turned up in large number demanding the immediate release of the two officers and petitioning the Indian government to intervene in the matter.

The protest was held following a joint call given by the Mr. Abdulgani Y. Serang, General Secretary – cum – Treasurer of the National Union of Seafarers of India (NUSI) and Mr. S.S. Khan, General Secretary of the Maritime Union of India (MUI) under the banner of the Indian Seafarers Federation (ISF).

The shipping industry got together on this important issue and a Joint Industry Statement alongwith the signed petition from thousands of Indian seafarers were handed over to Capt. M. M. Saggi, Nautical Advisor to take up the matter with the Government of India.

A high-level industry delegation also met Mr. Yoon, Myung-kyu, Korean Consul, who has assured that the Korean Government will be informed about the anguish of the Indian shipping fraternity and is taking up the matter more seriously for a positive outcome.

Earlier Mr. Shigeru Wada, Mr. Mahendra Sharma and Miss Hye Kyung Kim representing the International Transport Workers Federation (ITF) also met the detained seafarers in Seoul, Korea on 31st July. Their detention will be till 21 October, 2008. Mr. David Cockroft, ITF General Secretary will accompany the detained seafarers to the Court of Justice on August 01, 2008 to appeal for the lifting the exit ban.

It was informed at the protest march that the Government of India has taken up the matter with the International Maritime Organization (IMO) and also their Korean counterparts.

Capt. Jasprit Chawla and Chief Officer Syam Chetan of the Hebei Spirit, a 260,000 dwt, very large crude oil carrier, had anchored their vessel at the location instructed by the Daesan Port on December 06, 2007 at 1918 hrs. The vessel displayed all the lights required by the collision regulations.

At 0702 hrs on December 07, 2007 the Hebei Spirit was struck while still at anchor by a passing crane-carrying barge Samsung 1, which was under tow of tugs Samsung T No 5 and Samho T3. A further tug was in attendance at the stern of the crane barge.

According to the local vessel traffic service records (VTS), at around 0635 hrs the tugs and barge had completely made it clear and past the Hebei Spirit, ahead of the tanker, passing from starboard to port side. There should have been no risk of any collision.

suddenly broke and the tugs lost control. As a result the crane barge began drifting back towards the Hebei Spirit due to effects of the strong winds, current and large windage of the crane.

The crane- barge collided with the Hebei Spirit on her port side at around 0702 hrs, some 11 minutes later, causing punctures to the hull and release of cargo into the sea.

Both Capt. Jasprit Chawla and Chief Officer Syam Chetan were taken into custody and wrongly charged for the incident. The District court acquitted them of the charges, but the Korean government did not release them.

IRS not matured yet to handle entire survey pie

It is a victory for Indian shipowners who had opposed the Directorate of Shipping’s decision to withdraw authorisation granted to six leading international classification societies to undertake statutory surveys on Indian flag vessels. In the order No.: MSL-11(19)/95 II dated July 22, 2008 the Directorate General of Shipping has reversed it earlier decision of April 30, 2008 and has thus restored the status quo.
According to shipping circles the Indian Register of Shipping had lobbied intensely to get the foreign classification societies sidelined and to corner the entire operation of statutory surveying which was being carried out by the six foreign classification societies. Accordingly, a notice was issued to the classification societies by the DGS on April 30 which read: “The administration is grateful to you for assisting us in carrying out the survey (sic) all these years; and now the government is satisfied that the IRS is in a position to undertake the entire survey requirements of the Government of India.” The notification was signed by deputy DGS Samuel Darse.
The Indian National Shipowners’ Association took strong exception to the withdrawal of authorisation. In their representation to the Director-General of Shipping, they informed that the decision to give the monopoly on all statutory surveys to the Indian Register of Shipping could seriously inconvenience Indian vessels in remote international waters.
The gnawing worry of Indian shipowners was ‘what would happen to the Indian fleet if the global societies washed their hands off Indian vessels? They would become classless; their insurance costs would sky-rocket, and they would suffer by being held up in ports located in remote corners of the world.
Shipping Corporation of India chairman, Sabyasachi Hajara, who is also president of the Indian National Shipowners’ Association, pointed out that, whereas five of the six international classification societies affected had at least a hundred offices each, all over the world, the IRS had offices in a mere seven countries, including India.
“Two of the IRS offices has a single surveyor each”, informed a spokesman of a classification society. “Obviously, if Indian vessels are stuck at some distant port for a survey job, the IRS would not find it easy to cater to its requirement. Most of the top global class societies could have a surveyor reach virtually any port in the world within 24 hours. Whereas for IRS this would mean that the vessel would have to remain immobilised until an available surveyor gets there from the closest IRS office, after obtaining the requisite visa – which can be a time-consuming process.”
A spokesman for INSA informed that IRS does not have the expertise even for ship building. Foreign shipyards don’t recognise the competence of the IRS to conduct the survey at every stage of ship building. Even in shipyards in India, the first surveys are conducted by foreign classification societies. Foreign shipowners who have placed orders for new buildings in Indian shipyards get their ships surveyed mostly by the foreign classification societies. IRS does not have the necessary exposure except in Indian shipyards such as Cochin shipyard etc, where small vessels are constructed.
In its latest order the DGS has informed “The degree of authorisation would remain as per current agreement excepting that the scope of authorisation would be kept limited to all statutory surveys carried out outside Indian and Sri Lankan geographical jurisdiction. However, in the event that statutory surveys on a vessel commenced outside Indian and Sri Lankan jurisdiction, call at an Indian or Sri Lankan port or come within Indian or Sri Lankan jurisdiction subsequently the same may be completed in Indian or Sri Lankan jurisdiction by the concerned classification society.”
However, the concerned classification societies state that this amendment to the earlier order will in no way impact their business. “We have a mutual arrangement with IRS and we do conduct surveys on behalf of IRS even prior to order that debars them in the Indian and Sri Lankan territories.”
IRS has still to attain the level of maturity as that of the top classification societies. The DGS has outsourced a number of tasks to the IRS which has not gone down well with the trade especially because of several of the old guard of the IRS and a number of experts have put in their papers following differences with the management. No doubt many of the vacancies are being filled up with raw hands but as a spokesman in the shipping circles says, “If a surveyor has never seen the sea or worked on a ship, how can he do a good job of surveying of a ship?”
